بیرون ملک دولت جمع کرنے والا وزیر خزانہ

جن دنوں میں بیرون_ملک جمع کیے ہوئے زر_مبادلہ کے سلسلے میں چند سیٹھوں کے خلاف انکوائری کروانے میں مصروف تھا۔ ایک روز محمد شعیب صاحب میرے دفتر میں تشریف لائے۔ ورلڈ بینک کی ملازمت کی وجہ سے امریکہ میں ان کے کئی لاکھ ڈالر جمع تھے۔ انہوں نے صدر ایوب کے نام ایک درخواست لکھ رکھی تھی کہ انہیں یہ رقم امریکہ کے کسی بینک ہی میں رکھنے کی اجازت دی جائے۔

انہوں نے یہ درخواست میرے حوالے کرکے کہا کہ میں صدر ایوب سے منظور کرواکر اسے جلد از جلد ان کے پاس بھیج دوں گا۔ وزارت کے ساتھ ہی ساتھ ورلڈ بینک کی ملازمت کی وجہ سے شعیب صاحب کے خلاف کچھ قدرے تعصب میرے دل میں پہلے ہی موجود تھے۔ اب ان کی اس درخواست نے جلتی پہ تیل کا کام کیا۔ میں نے لگے ہاتھوں انہیں کراچی کے بڑے بڑے سیٹھوں کی سازشانہ حرکات کا حال سنایا اور اپنی برخود غلط عادلانہ اور متقیانہ راست بازی کے جوش میں کہہ بیٹھا

"سر! ملک کے وزیر_خزانہ کو پاکستان کے اقتصادی ثبات اور استحکام پر دوسروں کی نسبت زیادہ کامل یقین ہونا چاہیے۔ اگر آپ اعلان کرکے ڈنکے کی چوٹ اپنا بیرونی اثاثہ ہہاں لے آئیں تو اوروں کے لیے یہ نہایت صحت مند اور قابل_تقلید مثال قائم ہوگی"۔

میری بات سن کر شعیب صاحب تاؤ میں آگئے۔ انہوں نے اپنی درخواست جھپٹ کر میرے ہاتھ سے چھین لی اور تیزی سے بولے، "بس بس۔ میں یہاں پند و نصائح سننے نہیں آیا"۔

میرے کمرے سے نکل کر وہ سیدھے صدر ایوب کے پاس گئے اور اپنی درخواست پر ان کی منظوری کے دستخط ضبط کر لائے۔ ایک طرف وزارت_خزانہ کی کرسی، دوسری طرف ورلڈ بینک کی ڈائریکٹری کا سٹول۔ ان دونوں شناختوں کے درمیان شعیب صاحب کی ذات عجیب لطائف و ظرائف کا شکار ہوتی رہتی تھی۔ چند بار تو میں بھی ان غلط فہمیوں کی لپیٹ میں بری طرح آیا۔


"It were the days in which I was busy launching inquires against wealth gathered by a few big fish (businessmen) overseas. One day Muhammed Shoaib saab came to my office. He had lakhs of dollars stored overseas because of his work at the World Bank. He had drafted a request to President Ayub that he be allowed to keep the deposits at an overseas bank.

He handed the draft to me and tasked me to get it approved from the President and return it back as soon as possible. Because of Shoaib sahib's post as employee at the World Bank and simultaneously as a (national) Minister, I had considerable reservations in my heart for the man. His request acted as a catalyst to the fire that was already burning within me. I started relating incident of the conspiracies being hatched by some of Karachi's big fish and in a show of virtue and justice said:

"Sir! The country's Treasury Minister should be more concerned on the economic security and stability of Pakistan. If you openly announce to bring your accumulated wealth overseas here (in Pakistan), it will prove to be a very effective and exemplary action for others"

Shoaib sahib frowned at my comment. He snatched the draft from my hand and hurriedly said, "Enough! I did not come here to listen to unwanted advice!"

He went to President Ayub after leaving my room and got his request approved, securing the President's signature on it. On one hand the seat of the Treasury and the stool of World Bank's Directorship on the other. Shoaib sahib's persona went through a lot of funny mishaps and confusions because of the duality of his work nature. I myself got badly confused in all this very often."
